The introduction of a series of documents fully proves that China attaches great importance to VOCs emissions. VOCs is an important precursor for the formation of fine particles (PM2.5) and ozone (O3). 
Different from traditional air pollutants, VOCs may cause VOCs emissions when using storage, transportation, mixing, stirring, cleaning, painting, drying and other treatment processes containing VOCs because of its volatility. 
At the same time, in the "Monitoring Program of Air volatile Organic compounds in key areas in 2018" issued by China, there are a total of 117 compounds in municipalities directly under the Central Government, provincial capitals and cities separately listed on the plan, and 70 compounds in prefecture-level cities. Therefore, the monitoring of VOCs will be more complex. 
        Recently, the Ministry of Ecology and Environment issued the "Comprehensive treatment Plan for volatile Organic compounds in key Industries", which plans to establish and improve the VOCs pollution prevention and management system by 2020, achieve the target of 10% reduction in VOCs emissions set in the 13th five-year Plan, coordinate the control of greenhouse gas emissions, and promote the continuous improvement of ambient air quality. 
       In fact, in June 2019, the Ministry of Ecology and Environment issued a "unorganized emission control standard for volatile organic compounds", which required the storage, transfer and transportation of VOCs materials, as well as the technological process, which began to be implemented on July 1, 2019. 
        At the beginning of 2018, China also issued the "2018 Environmental Air volatile Organic compounds Monitoring Program", which provides for monitoring projects in 4 municipalities directly under the Central Government, 15 provincial capitals and separate cities, as well as 59 prefecture-level cities. 
         According to the reference methods listed by USEPA, there are at least four instrument principles that can be used: flame ionization (FID); catalytic oxidation or combustion; infrared absorption (IR or NDIR); photoionization (PID),) the main instruments used are gas chromatography analysis instrument, hydrogen flame ionization detector and so on. 
       In the face of the national attention to VOCs and the rapid growth of the market, VOCs will become a big cake in the environmental monitoring market. For this reason, many enterprises have already begun to do so.

         In Shaanxi Province, in order to better monitor VOCs, to determine pollution sources, Xi'an New area introduced a high space-time VOCs navigation monitoring vehicle. By carrying advanced on-line volatile organic compounds time-of-flight mass spectrometer, vehicle-mounted atmospheric sampling system, vehicle-mounted satellite positioning system and other equipment, the navigation monitoring vehicle can analyze more than 300 kinds of organic waste species, such as benzene, alkane, olefin and so on. 
         With the continuous progress of technology, monitoring instruments will become more portable. 
In addition, in addition to the six industries announced this time, it is also mentioned in the "Comprehensive Management Plan for volatile Organic compounds in key Industries" that by the end of June 2020, efforts will be made to complete the formulation of emission standards for air pollutants in industries such as pesticides, automobile painting, container manufacturing, packaging and printing, furniture manufacturing, and electronics industry, and at the same time establish standards for VOCs monitoring and analysis methods and technical requirements for monitoring instruments in line with the emission standards. 
          In the future, VOCs monitoring governance will cover more industries. For environmental monitoring enterprises, it is necessary to assume responsibility and help VOCs governance.
